FBI investigating two weekend murders on North Dakota reservations

Suspects apprehended in both cases

The FBI is investigating two separate murders that occurred last weekend on two North Dakota reservations, the Spirit Lake Reservation and the Turtle Mountain Reservation.

A suspect is in custody following the Jan. 11 homicide of Spirit Lake citizen Jesse Clark Davis, also known as “JC.” A press release from the Spirit Lake Tribe states “there is no immediate danger to the community” at this time. The release also states investigators believe the incident to be isolated.

The name of the male suspect is not being released because he is a minor. Vicki Alberts, Spirit Lake’s public information officer confirmed the suspect is a Spirit Lake citizen.

“We extend our deepest sympathy to the family and loved ones affected by this tragic loss,” Chairwoman Lonna Jackson-Street said in the release. “We are grateful to all of the agencies who responded and assisted today, including our law enforcement partners. During this difficult time, we continue to prioritize the safety and well-being of our community.”

When asked if there is a known relationship between the suspect and the victim, Alberts said she has not been provided with additional details at this time. The investigation is being conducted by the Fort Totten Bureau of Indian Affairs Police Department and the FBI.

In a separate case, Rigoberto Mendez-Morales was charged with felony murder on Jan. 10, according to the Rolette County State’s Attorney’s office.

He was arrested following a murder earlier that day at the Sky Dancer Casino and Resort in Belcourt, North Dakota, on the Turtle Mountain Reservation, according to the FBI. A Rolette County official told Buffalo’s Fire that Mendez-Morales is being held at the Rolette County Law Enforcement Center.

The name and age of the victim has not been publicly released.

“We extend our deepest condolences to the family and loved ones of the woman who was killed. Though she was not from our community, her loss reminds us that domestic violence has no boundaries,” the Turtle Mountain MMIP Chapter said in a Facebook post. “May we honor this woman’s life by continuing our work to end violence against all women.”

Kelly Cummings-McGrady, a citizen of the Mandan, Hidatsa and Arikara Nation, told Buffalo’s Fire the victim was her former classmate and an MHA citizen.

“She should be remembered for her kindness, her gentle heart, and a laugh that could light up a room. She loved deeply and lived for her two beautiful children, who were the center of her world,” Cummings-McGrady said over Messenger. “She was taken far too soon, and her absence leaves an ache that words can’t fully hold. Our prayers are with her babies, her family, and everyone who loved her as we grieve this unimaginable loss.”
