Oil companies say they’ll be gouged by pipeline fees

A pair of Minnesota oil refineries say a proposed surcharge for a pipeline from North Dakota to Superior, Wis., will unfairly cost them even if they don’t use the new infrastructure.

The Star Tribune reports on the protests by Flint Hills, which owns a Rosemount refinery, and Northern Tier Energy, which owns a refinery in St. Paul Park.
